I use Photoshop Elements 6.0, so it's translatable to atleast photoshop.

Today we will be making this avatar.

This was my base. It's colors were dull, and slightly washed out looking, so I duplicated it, and set it at Soft Light, 100%.
step one.
Make a Hue/Saturation layer, +15.
step two.
Make a color fill layer. Fill it with DBFFFA, and set it to color burn, 100%.
step three.
Make another color fill layer. Fill it with 08112B, and set it to Exclusion, 100%.
step four.
Duplicate the base, and set it to Soft Light, 100%.
And finally, add another Hue/Saturation layer, +7.
And voila! The finished product:
