There was a time when Hogwarts students were safe: at one point there was also safety for people outside of Hogwarts. But times have changed and though muggle England is so far unaffected, wizarding England has the greatest reason to fear for its citizen’s safety and lives.

Voldemort has once again risen to power. Several of his horocruxes have yet to be found and it seems that a time has once again come that the dark lord cannot be vanquished from.
All over the wizarding world, there is chaos and destruction. Buildings fall to the ground and people disappear everyday, never to be heard from again. Bodies are found, brutally disfigured and limbless, sometimes with opposite gender body-parts attached.

The Death Eaters roam freely, unchecked and with no consequence to any of their horrible actions. The prison of Azkaban is now simply a fortress, no longer holding prisoners and no longer guarded by Dementors. And possibly worst of all is the new Minister of Magic has been successfully corrupted, possibly under the Imperius Curse.

The Order of the Phoenix is still around, but it seems they are powerless to stop the frequent violent outbursts. The Ministry of Magic members seem to be confused about their jobs and obligations, and the Death Eaters fulfill their duty to their master, possibly soon to be the ultimate master of the wizarding world.
