I'm still around and working very hard on getting the site up and running again. There will be a few more changes happening so keep an eye out for them. As for your questions:

I would like to be entirely dedicated to historical accuracy. However, I leave the choice of dress/fashion completely up to the roleplayer's discretion. The wizarding world has always been a little unique when it comes to fashion compared to the fashion of the day. Some characters may choose to wear clothing that is in fashion, while others may choose to wear something completely "out-there." Roleplayers should know of course, that whatever their character wears will most likely earn them judgment from other roleplayers characters, especially ones that are more likely to place a high value on normalcy.

As of right now, there are no types of characters that are restricted. Within the upcoming updates, I plan on creating guidelines and rules regarding characters that are not completely human or who have special abilities. Foreigners are completely welcome as well.

The current official stance would be just as it is in the books- neutral. Some dislike them, some are neutral, and others highly approve of them. It really depends on the individual characters of the game and how they feel about Muggle-borns. What happens in-game (plots and such) has a lot to do with the development of characters and IC going-ons. If there were a lot of Muggle-born haters in the game, I would imagine that there might be some kind of uprising where they try to ban Muggle-borns from living in Hogsmeade and attending Hogwarts. It would certainly be an interesting plot!
