Scenty attended the practice session on the day that he had applied. I had told Scent to apply, asked in-game if it was okay for him to apply and join practice, they confirmed it, he joined the practice.

Since he hasn't been accepted yet, he still needs to complete his application. Which means it's important he joins our practices.
All members of TRR has to attend to our practices, and it is even more important for Cadets to attend since they are not yet fully a part of TRR.
