Thats it? Put more content into your post man. Just because you like the RPD isn't a good reason why you like that scenario.

Well, because there's basically crap posts in this section, and I LOVE the Outbreak games, I simply MUST post here...
Favorite Scenario... that's difficult. I did love Desperate Times, which took place in the R.P.D. and that scenario made me believe that Resident Evil 2 seriously needed to be remade.
If you haven't played the game, you might not want to see this, so this is your friendly warning...
Marvin Branagh is in the Desperate Times scenario of Outbreak File #2. Marvin is injured at the very end of the scneario, while waiting outside for Rita to return with help. Whichever Outbreak character you choose to play as, which for me, was mostly Kevin, and whichever partners you pick for them, fight off a certain number of Zombies, thus triggering a cutscene where Rita shows up, and saves them. Marvin stumbles toward them in his injured state, but seeing all the Zombies around commands them to leave. Rita refuses, but the driver of the armored car sees a Zombie, and takes off, thus leaving Marvin behind. Marvin staggers back into the station, and thus we find out how he came to be in the room he was in when Leon/Claire runs into him.
And yes, as was mentioned in a previous post, in Desperate Times there is a wall of Fire on the side of the roof. This might be the tanker you blow up in the First scenario of Outbreak. And I say this, because J's Bar, is actually very VERY close to the Police Station. And the tanker wasn't blown up too far from the Bar. This is also why I hate how people look at Outbreak like a linear game. If you know where the locations are in the game, as opposed to the locations of the same places in the city itself, you realize that Outbreak's scenarios are NOT linear... They are meant as a "this might have been the way they went.... or maybe this way..." sort of thing.
Now... moving on, I also liked the Flashback scenario... especially the shorter version of it. There are actually two ways you can go in the Flashback scenario, and the one involving the little girl and her mother was just a really neat idea to me. But I've already made this post too long, so I'll stop there...
