All Osaka is nearby a river... It's called the Japanese Venice, 80% at least is reclaimed land from the sea.
They are actually standing on a boat decorated with arrows (I doubt they actually throw any, the article says they only saluted the audience, and TK says he was "extremely happy to be in Osaka"), and it's the river just after Dotombori Bridge a place famous for being famous in South Osaka.
