If you'd like to be on AE-1 it's not a problem but I thought it was already established you were on AE-3 with Rosa, Cypher and Paul.

Are you still NCOIC and part of AE-1?

Joanne out ranks me so she would be NCOIC and if there is space on AE-1 then I will remain part of AE-1

There's room, and all thought she out ranks her she doesn't automatically become NCOIC, most units (going by what I know about Canada here ) allow existing holders to maintain the post if someone new transfers in, depending on the situation. As well since she's medical she may not be posted to the job, lol. But either way you two can sort it out.

If she does not want NCOIC then I will continue as NCOIC

We're going to continue, unless anyone wishes differently, by the old roster, the one that's still surviving on the wiki.

I can stick to AE-3 if that makes it easier on everyone, no worries there .
