It's a Pokémon version of the Japanese
coin koban that features Meowth and Mew.
The koban is what you see held by the
maneki neko and is also what the coin on
Meowth's head is. In the video games, it is
called an Amulet Coin.

Here is a picture of a real koban.

And for kicks and giggles...
