The President of the Republic of Finland and the Presidium of the Supreme Soviet of the USSR; Desiring further to develop friendly relations between the Republic of Finland and the USSR; Being convinced that the strengthening of good neighbourhood relations and cooperation between the Republic of Finland and the USSR lies in the interest of both countries; Considering Finland's desire to remain outside the conflicting interests of the Great Powers; and Expressing their firm endeavour to collaborate towards the maintenance of international peace and security in accordance with the aims and principles of the United Nations Organization: Have for this purpose agreed to conclude the present agreement and have agreed to the following provisions:

Article 1
In the eventuality of Finland, or the Soviet Union through Finnish territory, becoming the object of an armed attack by Germany or any state allied with the latter, Finland will, true to its obligations as an independent state, fight to repel the attack. Finland will in such cases use all its available forces for defending its territorial integrity by land, sea, and air, and will do so within the frontiers of Finland in accordance with obligations defined in the present agreement and, if necessary, with the assistance of or jointly with, the Soviet Union.

In the cases of aforementioned the Soviet Union will give Finland the help required, the giving of which will be subject to mutual agreement between the Contracting Parties.

Article 2
The High Contracting Parties shall confer with each other if it is established that the threat of an armed attack as described in Article 1 is present.

Article 3
The High Contracting Parties give assurance of their intention loyally to participate in all measures towards the maintenance of international peace and security in conformity with the aims and principles of the United Nations Organization.

Article 4
The High Contracting Parties confirm their pledge, given under Article 3 of the Peace Treaty signed in Paris on February 10, 1947, not to conclude any alliance or join any coalition directed against the other High Contracting Party.

Article 5
The High Contracting Parties give assurance of their design to act in a spirit of cooperation and friendship towards the further development and consolidation of economic and cultural relations between Finland and the Soviet Union.

Article 6
The High Contracting Parties pledge themselves to observe the principle of the mutual respect of sovereignty and integrity and that of non-interference in the internal affairs of the other state.

Article 7
The execution of the Present agreement shall take place in accordance with the principles of the United Nations Organization.

Article 8
The present agreement shall be ratified and remains in force ten years after the date of its coming into force. The agreement shall come into force upon the exchange of the instruments of ratification, the exchange taking place in the shortest time possible in Helsinki.

Provided neither of the High Contracting Parties has denounced it one year vefore the expiration of the said ten-year period, the agreement shall remain in force for subsequent five-year periods until either High Contracting Party one year before the expiration of such five-year periods in writingn notifies its intention of terminating the validity of the agreement.

In witness hereof the Plenipotentiaries have signed the present agreement and affixed their seals.

Done in the city of Moscow on the sixth day of April, 1948, in two copies, in the Finnish and the Russian languages, both texts being authentic.

The Kingdom of Thailand

Soviet-Thai Cooperation Treaty

The final agreement between the Union of Soviet Socialist Republics and the Kingdom of Thailand, henceforth to be referred to as the Soviet-Thai Cooperation Treaty, is as follows.

Article 1
Unlimited access, including rights of transit, will be granted to Soviet armed forces to the following locations within Thai borders:

  1. Don Muang International Airport north of Bangkok.
  2. Chiang Mai airport to be constructed at a later date.
  3. Hat Yai airport to be constructed at a later date.
  4. Chonburi naval base to be constructed at a later date.
  5. Surat Thani naval and air base to be constructed at a later date.
  6. Khon Kaen air force base to be constructed at a later date.
  7. Phang Na naval base to be constructed at a later date.
The Royal Thai Armed Forces will, of course, also operate from the aforementioned locations. Additional bases may be constructed at the request of the Soviet Union, with Soviet logistical support. Included here is a map displaying the mentioned locations for informational purposes. Red marks denote air force bases, blue marks denote naval bases. To reiterate, the only facility in operation currently capable of supporting a sizable military deployment is Don Muang International Airport in Bangkok, the others will have to be constructed or upgraded.

Article 2
The Soviet Union is to be granted favourable access to Thai natural resource exports, including discounts of up to 35% off of the going international rate.

Article 3
Thailand will provide diplomatic support for the Soviet Union as may be necessary in the United Nations as well as any other avenues as may be necessary. Thailand will also provide military support for Soviet action as may be determined appropriate by the Thai government.

Article 4
Soviet armed forces are invited to participate in training exercises to better acclimatize themselves with the conditions in Southeast Asia to better wage any future conflicts that may arise in the region.

Article 5
Thai support for Soviet strategic objectives in the region as long as they do not conflict with any of the conditions listed below within the discretion of the Thai government.

The conditions for these rights are as follows:
1. The Soviet Union is to furnish the Royal Thai Armed Forces with the following equipment:

  1. Naval vessels up to light cruiser in size, including submarines, sufficient to form at least two battlegroups for operation in the Gulf of Thailand and the Andaman Sea.
  2. Military aircraft of the following types: Il-2 Shturmovik, La-5, MiG-3, Pe-2, An-2 sufficient to equip at least two operational squadrons of each type.
  3. T-34 tanks sufficient to equip at least four armoured divisions.
  4. Sufficient trucks and rail stock as may be necessary.
  5. Small arms including submachine guns, rifles, machine guns, et al, sufficient to equip ten divisions of infantry.
  6. Towed artillery sufficient to equip all army divisions with 150 guns each.
World War II surplus stock is acceptable for all of the above equipment. If any equipment is presently unavailable, it is to be delivered no later than one year from the current date.

2. Assistance in establishing state run production and design bureaus so that military and civilian equipment can in the future be locally designed and produced.

3. The Soviet Union must not interfere in Thai efforts to expand national influence and interests in the following European colonies: Laos, Cambodia, Burma, Malaya, Singapore. Expansion of Soviet interests and influence in the European colonies of Viet Nam, the Phillipines, Indonesia will not be contested in any way by Thailand, in addition to any colonies or nations in the region not bordering Thailand.

Thai national interests and influence is defined as follows:

  1. Thai state run bureaus assisting in the exploitation of resources in said territories, for the economic benefit of both Thailand and said territories
  2. Thai assistance in said territories' independence from their colonialist mother-states
  3. Thai assistance in improving infrastructural networks within said colonies
  4. Thai assistance in education and health care programs within said colonies
4. Aid in constructing a nationwide interprovincial system of highways, and in massively expanding the current Thai interprovincial rail network. Aid is to consist primarily of heavy machinery (ie. tractors and heavy trucks), engineering experts, and what raw materials that cannot be obtained by the Thai government on its own.

5. The Soviet Union will provide diplomatic support to Thai efforts to recover territory lost to European colonial powers over the last several centuries as long as the manner in which the recovery is conducted correlates with international law and democratic well being of the peoples living within said territories.

6. The Soviet Union will not interfere with internal Thai political or social matters, regardless of the nature of any situation that may arise within Thai borders except if asked to do so by the Thai government.

A mutual defence treaty is included in the proposal, as is a tentative agreement to set up a regional community of nations to further Thai and Soviet strategic objectives, and to assist territories under colonial control in obtaining independence.

Article 8
The Soviet Union and the Republic of Turkey agree to cooperate on military levels as following.

  1. The Soviet Union will be granted military installations in the vicinity of the cities of Trabzon, Mersin and Iskenderun.
  2. The High Contracting Parties agree that a lease should be paid annually for the maintainance of such bases from the government of the Soviet Union to the government of Turkey. The said lease will amount $200 million (2007 est.) initially and thereof $100 million (2007 est.) per annum for each of the complexes.
  3. The High Contracting Parties agree and recognise the right of the Soviet Union to freely use Turkish airspace and territorial waters for the transit of its forces.
  4. The High Contracting Parties agree and recognise the right of Turkey to inspect the arrival of any non-combat aircraft and ship that arrives in any of the installations granted to the Soviet Union.
  5. The High Contracting Parties agree that the territory within the installations will be considered as territory of the Soviet Union for the duration of the agreement, for the purpose of legal matters.
  6. In the event of Turkey wishing the removal of the bases, the Soviet Union has to be notified in a one-year period prior to the deadline of the removal, and must evacuate them completely as well as return them to the state they were prior to the arrival of Soviet forces. In return, the Turkish government must undertake to return to the Soviet Union eighty percent (80%) of the combined annual lease fees, excluding the initial one.
  7. The High Contracting Parties recognise the necessity to conduct shared military exercises and affirm their will to do so, subject to separate agreements between them.
  8. The High Contracting Parties recognise that Article 8 is not subject to the provisions under Article 9, and instead, its provisions apply separately on this article and separately on the rest of the agreement.

Article 9
The present agreement shall be ratified and remains in force ten years after the date of its coming into force. The agreement shall come into force upon the exchange of the instruments of ratification, the exchange taking place in the shortest time possible in Ankara.

Provided neither of the High Contracting Parties has denounced it one year before the expiration of the said ten-year period, the agreement shall remain in force for subsequent five-year periods until either High Contracting Party one year before the expiration of such five-year periods in writing notifies its intention of terminating the validity of the agreement.

  2. The High Contracting Parties agree and recognise the right of the Soviet Union to freely use Romanian territory, airspace and territorial waters for the transit of its forces.
  3. The High Contracting Parties agree that the territory within the installations will be considered as territory of the Soviet Union for the duration of the agreement, for the purpose of legal matters.
  4. The High Contracting Parties recognise the necessity to conduct shared military exercises and affirm their will to do so, subject to separate agreements between them.

Agreement of Friendship , Cooperation, and Mutual Assistance

The President of the Czechoslovak Republic and the Presidium of the Supreme Soviet of the USSR; Desiring further to develop friendly relations between the Czechoslovak Republic and the USSR; Being convinced that the strengthening of good neighbourhood relations and cooperation between the Czechoslovak Republic and the USSR lies in the interest of both countries; and Expressing their firm endeavour to collaborate towards the maintenance of international peace and security in accordance with the aims and principles of the United Nations Organization: Have for this purpose agreed to conclude the present agreement and have agreed to the following provisions:

Article 1
In the eventuality of Czechoslovakia, or the Soviet Union, becoming the object of an armed attack by any state, Czechoslovakia and the Soviet Union will, true to their obligations as independent states, fight to repel the attack. Czechoslovakia and the Soviet Union will in such cases use all their available forces for defending their respective territorial integrity by land, sea, and air, and will do so with mutual assistance of or jointly with.

In the cases of aforementioned the Soviet Union will give Czechoslovakia and vice-versa the help required, the giving of which will be subject to mutual agreement between the Contracting Parties.

Article 2
The High Contracting Parties shall confer with each other if it is established that the threat of an armed attack as described in Article 1 is present.

Article 3
The High Contracting Parties give assurance of their intention loyally to participate in all measures towards the maintenance of international peace and security in conformity with the aims and principles of the United Nations Organization.

Article 4
The High Contracting Parties pledge not to conclude any alliance or join any coalition directed against the other High Contracting Party.

Article 5
The High Contracting Parties give assurance of their design to act in a spirit of cooperation and friendship towards the further development and consolidation of economic and cultural relations between Czechoslovakia and the Soviet Union.

Article 6
The High Contracting Parties pledge themselves to observe the principle of the mutual respect of sovereignty and integrity and that of non-interference in the internal affairs of the other state.

Article 7
The execution of the Present agreement shall take place in accordance with the principles of the United Nations Organization.

Article 8
The Soviet Union and Czechoslovakia agree to cooperate on military levels as following.

  1. The Soviet Union will be granted military installations as determined by agreement between the Soviet and Czechoslovak governments which will also address the personnel allowed.
  2. The High Contracting Parties agree and recognise the right of the Soviet Union to freely use Czechoslovak territory and airspace for the transit of its forces.
  3. The High Contracting Parties agree that the territory within the installations will be considered as territory of the Soviet Union for the duration of the agreement, for the purpose of legal matters.
  4. The High Contracting Parties recognise the necessity to conduct shared military exercises and affirm their will to do so, subject to separate agreements between them.
  5. The High Contracting Parties recognise that Article 8 is not subject to the provisions under Article 9, and instead, its provisions apply separately on this article and separately on the rest of the agreement.


Article 9
The present agreement shall be ratified and remains in force ten years after the date of its coming into force. The agreement shall come into force upon the exchange of the instruments of ratification, the exchange taking place in the shortest time possible in Prague.

Provided neither of the High Contracting Parties has denounced it one year before the expiration of the said ten-year period, the agreement shall remain in force for subsequent five-year periods until either High Contracting Party one year before the expiration of such five-year periods in writing notifies its intention of terminating the validity of the agreement.

In witness hereof the Plenipotentiaries have signed the present agreement and affixed their seals.

Done in the city of Moscow on the twenty-seventh day of December, 1947, in three copies, in the Czech, Slovak and the Russian languages, all three texts being authentic.

His Britannic Majesty the King of the United Kingdom, the Prime Minister of the Republic of Egypt and the Presidium of the Supreme Soviet of the USSR; Desiring further to develop friendly relations among the United Kingdom, the Republic of Egypt and the USSR; Being convinced that the strengthening of good relations and cooperation among the United Kingdom, the Republic of Egyptand the USSR lies in the interest of both countries; Considering the threat the Middle Eastern disputes over the Suez canal and Lebanon pose to international peace; and Expressing their firm endeavour to collaborate towards the maintenance of international peace and security in accordance with the aims and principles of the United Nations Organization: Have for this purpose agreed to conclude the present agreement and have agreed to the following provisions:

Article 1
The United Kingdom of Great Britain and Northern Ireland, the Republic of Egypt and the Union of Soviet Socialist Republics reaffirm their will to maintain international peace and security through the clauses of the present treaty and all its provisions. The Union of Soviet Socialist Republics shall guarantee the enforcement of the treaty along with all its provisions by both other signatories, and pledges to do everything in its power for the upholding of the treaty and the diplomatic resolution of any dispute that might arise from its clauses.

Article 2
The High Contracting Parties affirm that each of the following Annexes applies separately and is invalidated separately as described in their relevant clauses. In the event of any single annex still being in force, Articles 1 and 2 are considered valid and into effect. In the event of the invalidation of any single annex either due to withdrawal from the agreement or any legal reason, the previous international agreement regarding this situation, if any, is considered valid no matter the provisions, until a new diplomatic resolution shall occur.



ANNEX I: Settlement of the Suez Canal dispute



Article 1
The territories, waters and airspace surrounding the Suez Canal, up to the limit defined by international agreements, shall be always considered under Egyptian sovereignty and administration, unless the exceptions of Article 3 abide.

Article 2
An annual lease of $11 million (1947 prices) shall be paid by the United Kingdom to Egypt in return of all the rights it enjoys as outlined between Articles 3 and 5.

Article 3
The United Kingdom of Great Britain and Northern Ireland shall be responsible for the administration of a zone reaching out five kilometres inland from the banks of the Suez Canal, and shall be responsible for the management of traffic in the Suez Canal according to the international and bilateral agreements that concern it. The British Government may not draft such agreements of its own, without the explicit permission of the Egyptian government, but it is responsible for the enforcement of any existing ones.

This zone does not include any civilian residencies or settlements, which shall remain under the complete administration of the Egyptian Government. The High Contracting Parties outline their will to not interfere with shipping and the usability of any civilian or governmental property within their zones of administration, unless bound or allowed under legal circumstances as described under Article 5.

Article 4
The United Kingdom reserves the right to station forces in the territories it administers any amount of personnel, up to a full division (or other equivalent units) numbering no more than 9.000 military personnel and staff (including support and combat personnel.) It reserves the right to construct facilities for their use, along with facilities to be used by civil workers and the families of the individuals related to the British forces, in agreement with all international agreements already actively concerning the Suez Canal.

It is explicitly defined that the personnel limit presented under this article only concerns enlisted personnel subject to the British government. The amount of civilians allowed in the area is not counting towards the limit, and the permanent presence of non-Egyptian nationals in the area is considered valid only along with the permission of the Egyptian government, to guarantee no dangerous individuals take refuge there and harm the interests, assets, people and their properties subject to the Republic of Egypt.

In addition to British military personnel, a maximum of one-kilometer buffer zone shall exist on the borders of the Suez Canal Zone and the limits of the British Administration when coming to civilian residential areas. This territory shall hold Egyptian Military all staff responsible and needed to secure it, as well as an additional garrison of up to 1.000 personnel in the Eastern Bank and 1.000 personnel in the Western Bank of the Suez Canal. In the event of armed conflict, Egypt being belligerent, the Republic of Egypt reserves the right to raise the garrison numbers as seen fit by agreement among the Egyptian, British, and Soviet governments.

Article 5
Any territories under British administration are subject to British laws and British subjects shall be tried according to English Common law by British courts in the events of misdeeds and violations within the said zone.

Any territories under Egyptian administration are subject to Egyptian law, much like the rest of the country, and the Government of the Republic of Egypt shall enjoy full and uninterrupted authority in the said territories.

Article 6
In the event of Britain failing to deliver the payment of the annual lease or exceeds the limit of allowed military personnel by more than ten percent (10%) of the said maximum amount (the subject total being no more than 9.900 personnel) this Annex is considered null and void, with all legal rights resting with the Government of Egypt. In the event of the Government of Egypt accepting delays in payment or larger presence in the Canal Zone, the High Contracting Parties agree about the right of not invoking this nullification.

In the event of nullification, all sorts of British property as described in previous and/or following articles shall be unilaterally passed under Egyptian ownership and administration, at the behest of the Egyptian government.

Article 7
All civil workers related to the British Armed Forces in the Suez Canal need to be of Egyptian nationality.

Article 8
The High Contracting Parties agree to the unilateral freedom of transit, at bare minimum, for all seagoing vessels owned by the government or citizens of the United Kingdom of Great Britain and Northern Ireland, the British Commonwealth of Nations, the French Republic, the Republic of Turkey, and the Union of Soviet Socialist Republics under all circumstances, other than any of the aforementioned nations (including individual British Commonwealth members) that is belligerent with the Republic of Egypt.

Article 9
British military in the Suez Canal Zone may defend themselves and their assets, however they may not interfere with law enforcement in Egypt-administered territories, nor may they take any offensive actions against civilians.



ANNEX II: Anglo-Egyptian Sudan



Article 1
The territories known as Northern Sudan, including Darfur, shall hereby be referred to as Egyptian Sudan, and the territories known as Southern Sudan shall hereby be referred to as British Sudan.

Article 2
Anglo-Egyptian Sudan is hereby dissolved, between Egyptian and British Sudan, in all administrative regards, marking them as two territories completely independent from each other.

Article 3
Egyptian Sudan shall be passed under full Egyptian control and administration, except as outlined below, and be annexed into the Republic of Egypt.

Article 4
Egyptian Sudan shall enjoy its own government and legislation, with control over its domestic affairs. Egyptian central government control shall be restricted to all defence, security, and some economic issues as outlined by the Constitution of Egyptian Sudan, to be drafted.

Article 5
Port Sudan shall continue being enjoyed as a free trade zone, as in present.

Article 6
The High Contracting Parties agree to refrain from nationalising, seizing, or otherwise gain control of another Party's assets without their agreement, in any part of the former Sudanese condominium.

Article 7
The High Contracting Parties outline their will to allow all minorities found within the former Sudanese condominium to enjoy the same rights as other groups of people, according to the laws of the Egyptian State, Egyptian Sudan, and British Sudan.



ANNEX III: The Lebanon Crisis



Article 1
The Republic of Egypt shall make steps to restore the National Pact electoral system within Lebanon for post-war elections, subject to amendment only by legitimate Lebanese authorities.

Article 2
The United Kingdom shall be allowed to form and station a permanent committee for the purpose of guaranteeing and reviewing the rights of Christians in Lebanon.

Article 3
The United Kingdom shall declare political and military neutrality for one year, and financial (economic) neutrality on the ongoing Lebanese crisis until after the Lebanese elections scheduled by the Lebanese Advisory Committee.

Article 4
It is the responsibility of the Prime Minister of Lebanon to coordinate the creation of a committee which, in turn, will be responsible in giving an adequate human rights report to the Lebanese state and public as well as the High Contracting Parties.

Article 5
Human Rights shall be defined as undue restriction of the freedoms to life, property, religious conscience, or any other human right as defined by international agreements, such as, but not being limited to, the Geneva Conventions or supported by the United Nations Organisation.

Restrictions on the freedom of property does not imply a ban on reasonable socialization, unreasonable socialization is defined as the socialization of British businesses and small businesses.

Article 6
In the event the provisions of this Annex are violated by either party, the Annex is considered null and void



Concluding Provisions
The present agreement shall be ratified and remains in force until its legal invalidation. The agreement shall come into force upon the exchange of the instruments of ratification, the exchange taking place in the shortest time possible in Alexandria.

  2. The High Contracting Parties agree and recognise the right of the Soviet Union to freely use Greek territory, airspace and territorial waters for the transit of its forces.
  3. The High Contracting Parties recognise the necessity to conduct shared military exercises and affirm their will to do so, subject to separate agreements between them.
  4. The High Contracting Parties recognise that Article 8 is not subject to the provisions under Article 9, and instead, its provisions apply separately on this article and separately on the rest of the agreement.

Article 9
The present agreement shall be ratified and remains in force ten years after the date of its coming into force. The agreement shall come into force upon the exchange of the instruments of ratification, the exchange taking place in the shortest time possible in Athens.

Provided neither of the High Contracting Parties has denounced it one year before the expiration of the said ten-year period, the agreement shall remain in force for subsequent five-year periods until either High Contracting Party one year before the expiration of such five-year periods in writing notifies its intention of terminating the validity of the agreement.

The Soviet Union and UAR agree to cooperate on military levels as following.
  1. The Soviet Union will be granted military installations in the Sinai Peninsula in Egypt and the vicinity of the town of Tartus in Syria, the use and proper location of which to be regulated by a separate agreement between the United Arab Republic and the Soviet Union.
  2. The High Contracting Parties agree that the Soviet Union shall provide aid to the United Arab Republic in exchange to its military installations and rights in UAR territory, as agreed by the UAR and USSR Councils of Ministers.
  3. The High Contracting Parties agree and recognise the right of the Soviet Union to freely use UAR territory, airspace and territorial waters for the transit of its forces.
  4. The High Contracting Parties agree that the territory within the installations will be considered as territory of the Soviet Union for the duration of the agreement, for the purpose of legal matters.
  5. The High Contracting Parties recognise the necessity to conduct shared military exercises and affirm their will to do so, subject to separate agreements between them.

In the cases of aforementioned the Soviet Union will give Bulgaria and vice-versa the help required, the giving of which will be subject to mutual agreement between the Contracting Parties.

Article 2
The High Contracting Parties shall confer with each other if it is established that the threat of an armed attack as described in Article 1 is present.

Article 3
The High Contracting Parties give assurance of their intention loyally to participate in all measures towards the maintenance of international peace and security in conformity with the aims and principles of the United Nations Organization.

Article 4
The High Contracting Parties pledge not to conclude any alliance or join any coalition directed against the other High Contracting Party.

Article 5
The High Contracting Parties give assurance of their design to act in a spirit of cooperation and friendship towards the further development and consolidation of economic and cultural relations between Czechoslovakia and the Soviet Union.

Article 6
The High Contracting Parties pledge themselves to observe the principle of the mutual respect of sovereignty and integrity and that of non-interference in the internal affairs of the other state.

Article 7
The execution of the Present agreement shall take place in accordance with the principles of the United Nations Organization.

Article 8
The Soviet Union and Bulgaria agree to cooperate on military levels as following.
  1. The Soviet Union will be granted military installations as determined by agreement between the Soviet and Czechoslovak governments which will also address the personnel allowed.
  2. The High Contracting Parties agree and recognise the right of the Soviet Union to freely use Bulgarian territory and airspace for the transit of its forces.
  3. The High Contracting Parties agree that the territory within the installations will be considered as territory of the Soviet Union for the duration of the agreement, for the purpose of legal matters.
  4. The High Contracting Parties recognise the necessity to conduct shared military exercises and affirm their will to do so, subject to separate agreements between them.
  5. The High Contracting Parties recognise that Article 8 is not subject to the provisions under Article 9, and instead, its provisions apply separately on this article and separately on the rest of the agreement.

Article 9
The present agreement shall be ratified and remains in force ten years after the date of its coming into force. The agreement shall come into force upon the exchange of the instruments of ratification, the exchange taking place in the shortest time possible in Sofia.

Provided neither of the High Contracting Parties has denounced it one year before the expiration of the said ten-year period, the agreement shall remain in force for subsequent five-year periods until either High Contracting Party one year before the expiration of such five-year periods in writing notifies its intention of terminating the validity of the agreement.

In witness hereof the Plenipotentiaries have signed the present agreement and affixed their seals.

Done in the city of Moscow on the thirtieth day of September, 1950, in two copies, in the Bulgarian and the Russian languages, noth texts being authentic.

The President of the People's Republic of Poland and the Presidium of the Supreme Soviet of the USSR; Desiring further to develop friendly relations between the People's Republic of Poland and the USSR; Being convinced that the strengthening of good neighbourhood relations and cooperation between the People's Republic of Poland and the USSR lies in the interest of both countries; and Expressing their firm endeavour to collaborate towards the maintenance of international peace and security in accordance with the aims and principles of the United Nations Organization: Have for this purpose agreed to conclude the present agreement and have agreed to the following provisions:
