The goal of the Pan-Arab Socialist League is to create a single, socialist, Arab Republic. To do this, we will organize and aid like-minded parties. The organization is headquatred in Alexandria.

Members:

Arab Socialist Unity League (UAR, Founder)

Invited:

The Jordanian Communist Party including the Palestinian Communist Party (Jordan-Palestine)
The Iraqi Communist Party (Iraq)
The Lebanese Communist Party and Arab Socialist Ba'ath Party (Lebanon)
The Algerian Communist Party (Algeria)

Secret: The USSR has instructed that these parties should join the PASL and be loyal to it over the Comintern

ooc: The information in this first post is the only information that is public. The rest of this thread will be used to issue secret directives and status reports. Also, could another mod validate that those invited will join?

EDIT: I removed the Turkish and Iranian communists because those nations aren't arab.

Program of the Pan-Arab Socialist League

Annual Conference

At the anual conference, the goals for that year will be decided upon. It will be held in the first week of January of each year. The fundamental actions will be the creation (founding them or merging them) of new parties, the declaration of PASL doctrine, the election of the PASL chairman, the creation of anti-imperialist movements, the enlargement of member parties, and the allocation of funds to accomplish this.

Party Subordination

All parties must submit to the decisions of the majority unless the majority allows an exception to be made due to extreme circumstances. All parties are now seen as sections of this movement. However, the PASL will not become an overly invasive organization, and all branches will be given much independance.

Party Growth

All parties will follow an intensive program of agitation and propaganda to increase membership and support. Following this program, an increase of 20% in membership and popular support is expected (25% to 30%, for example). Exceptions to this growth include parties with over 33% popular support and parties with less than 10% popular support. The former will be expected to increase popular support and membership by 5% (33% to 38%, for example) while the later will be expected to increase popular support and membership by 2.5% (5% to 7.5%, for example).

Anti-Imperialism

One of the fundmental goals of the PASL is the self-determination of the Arab people. To do this, we support united fronts against imperialism. All parties in foreign-dominated lands are to form these united fronts and fight for independance by any means nessecary. Because of the popularity of these anti-imperialist movements, party growth is expected to be somewhat greater than the growth of other parties.

Allocation of Funds

Annual funding of the organization is 10 million dollars (1951 prices). Half of this funding is provided by the United Arab Republic and the other half by the Union of Soviet Socialist Republics. No member party has to pay any dues. Instead, the funds will be equitibly distributed depending on what stage they are in with regards to the agitation plan and other concerns.

unless they're a part of the government, the mods will handle them (if they join the PASL, I'll essentially control them under the guidance of the USSR)

ooc: PCA is largely following PCF, which is, in turn, believing that Algeria is not mature enough for independence yet, thus it opposes immediate independence. PCA and PCF were, also, pro-Moscow, and my guesses are that they'd support a Pan-Arab Socialist League.

Results of the 1st Congress of the Pan-Arab Socialist League

Election of the Chariman

Alal Kabar, a member of the Arab Socialist Unity Party (of the UAR) was elected the chairman of the PASL unanamously. He has declared the expansion of the organization his top priority.

Party Consolidation and Creation

The Arab Socialist Ba'ath Party and the Lebanese Communist Party are to consolidate together as the Arab Socialist Front of Lebanon.

Funds will be allocated for the creation of the Arab Revolutionary Peoples Party in Libya. While it will participate in the 1953 elections, it will maintain a hostile attitude to imperial powers and oppose the far-off date of 1957 for military withdrawl. It shouldn't engage in anti-colonial war at least untill the election, at which point the situation will be reevaluated.

Funds will be allocated for the creation of the Arab Front for Yemeni Socialist Unity. It will be based in North Yemen but have branches in Southern Yemen. It will be strongly anti-imperialist.

Official PASL Doctrine

All member parties of the PASL will be dedicated to the overthrow of autocratic rule and the establishment of a democratic (socialist if possible) republic.

The role of the United Arab Republic is that of the foundation of a unitary Arab state. When a PASL member comes to power, it will strengthen ties to the UAR and incorporate into it if politically feasable. The UAR will in turn provide as much aid as possible to newly formed socialist arab states.

Coalition with non-socialist parties is acceptable in the context of an anti-imperialist struggle. In other cases, the PASL must be consulted before a coalition is created.

The PASL declares solidarity with the revolutionary struggle of the Tudeh Party in Iran.

Allocation of Funds

1 million dollars has already been allocated to the Iraqi Communist Party due to the posibility of an impending struggle. The remaining nine million will be allocated as follows:

1.25 million to the the Jordanian Communist Party including the Palestinian Communist Party, the Iraqi Communist Party, the Arab Socialist Front of Lebanon, and the Algerian Communist Party and 1.5 million to the creation and popularization of the Arab Front for Yemeni Socialist Unity and the Arab Revolutionary Peoples Party.

Since Palestine has been ceded to Transjordan, the PASL has declared that the Palestinian Communist Party is to consolidate into the Jordanian Communist Party.
