We, the United Nations General Assembly:

ACKNOWLEDGING the place of respect for human rights and democracy that is central to the tenants of the United Nations;

CONSIDERING the Charter of the United Nations; and

CONSIDERING the particular importance of freedom of political expression to the development of a new democratic government, as prescribed by the Universal Declaration of Human Rights;

Do hereby:

1) Condemn the actions of the United States of America, concerning its illegal blockade of Colombia, which is in violation to the UN Charter;
2) Condemn the interference of the United States of America in the internal affairs of Colombia, which is in violation to the UN Charter;
3) Condemn any and all powers who are supporting violence and civil strife in Colombia, and have aided any of the factions in violation to international law;
4) Recommend that the factions of the Colombian Civil War, under UN mandate, negotiate a peaceful settlement to the country's disputes;
5) Recommend that the United Nations Security Council considers sanctions towards charter violators and action to assure the peace and stability in Colombia, in accordance to the UN Charter; and
6) Recommend that the United Nations Security Council undertakes everything possible to assure a peaceful, transparent, and democratic election to be held in Colombia, under the observation of envoys from the permanent members of the UN Security Council.

This being a matter for the Security Council, we would support a resolution referring the situation to the Security Council, but not this resolution. This resolution jeopardises the breakdown of powers and responsibilities between the General Assembly and the Security Council, as established by the Charter of the United Nations. In other words, if this resolution passes, it may very well be the end of the United Nations. Therefore, we vote against.

We vote against this Resolution. We had figured that such a proposal would immediatly be seen in either the security council or most likely the General Assembly after the vietnamese resolution. It must be the communists are always right perhaps? I mean after all it is right for Communists not to have to hold elections, or obey treaties they sign. It is right for them to use brutal force of arms to overthrow governments, but the moment a capitalist country comes to aid against those forces it is in the wrong, but if it was communist coming to aid communist it would only be right.

The Council of Ministers of the Soviet Union has suggested elements of this resolution long ago, but simply they were not in a resolution form. This is the written form of our proposals. Furthermore, the French envoy would be rather interested to take off his blindfold and pay better attention to his surroundings during meetings of the General Assembly.

The ridiculous anti-communist rhetoric presented by the French government is beyond belief. Not only is socialism accused of being aggressive, not only we are accused of not obeying international law (while we have seen it is the exact opposite) but also you seek to justify slaughtering people simply for their political beliefs. We have not forgotten your imperialistic intervention in Italy.

And above all else, no matter how you seek to justify illegal imperialist actions, from the moment America unilaterally violated international law without even presenting the issue of the Colombian civil war before the United Nations and not even participating in related summits and discussions, such as this one, you automatically lose any right to call your actions angelic in an indirect manner.

It is a fact.

The United States of America have broken international law, and clearly violated the Charter of the United Nations. The French Republic stands besides them in this neo-colonialist imperialism. Both governments deserve equal condemnation for their warlike attitudes, and not giving peace a chance, or even attempting to feint as if they try to.

Please, save your "we had figured that" commentary for the next Anti-Comintern Pact summit.

We would also like to remind the Canadian delegation that this is a non-binding resolution. It should be dealt with by the UNSC but there is no reason why the GA should not pass a resolution concerning the violence in Colombia.

This resolution is a petty and useless attempt by the Union of Soviet Socialist Republics to retaliate against the United States for the proposal (by the United Kingdom) to condemn the violent political repression that has been seen in Vietnam. Furthermore, the Soviet Union has not presented any real evidence that the United States or any other power for that matter is fuelling the Colombian violence. Perhaps we should launch an inquiry into possible Soviet aid to the Colombian insurgents?

OOC: You realise that the first use of sanctions by the United Nations was in 1966...against a rebellious colony...

The Government of the United States is committed to a policy of supporting legitimate foreign governments, friendly or hostile, who excercise a democratic form of government against intolerant extremist insurgents intent on destroying the democratic ideals every freedom-loving person holds dear.

The Colombian government has held democratic elections regularly since 1938, and the attempts of a few extremists holding limited support in the outskirts of that country will not be allowed to overthrow the legitimate authority.

We restate our commitment to the restoration of the full authority of the Colombian government, and vote with a strong NAY on this resolution.

The Colombian government is not legitimate. The ruling Conservative Party of Colombia has assassinated, murdered, threatened, intimidated among a host of illegal activites to stay in power. The Colombian Liberal Party, the Communist Party of Colombia are not standing for this injustice.

We are certainly glad that we don't share the same sort of violent democracy that the United States supports.

Truly, we of the Indonesian delegation see no relevance of the French delegation's statement. We see this only as anti-communist ranting and propaganda. If France wants to spread propaganda, please keep it out of the UN.

The Republic of Indonesia votes for. The resolution is acceptable, and condemns all those who supported the Colombian civil war.

OOC: I'm willing to concede you Thailand, however. Iraq is a theocratic autocratic monarchy with strict anti-communist beliefs. It hosts a major base for the United Kingdom in Basra and is tied to the United States, United Kingdom, Saudi Arabia, and Jordan through multiple treaties and agreements. It is clearly, while not culturally pro-Western, diplomatically pro-Western. Furthermore, in relation to Iran, it would be represented by the old Royal ambassador, therefore clearly favouring the Royalist cause and therefore it's Western allies.

His Majesty's government in the United Kingdom voes against this heinous attempt to destabilise the government of Colombia and limit its sovereign powers. Any corrolation that the Union of Soviet Socialist Republics draws between this situation and the one in Vietnam is erroneous, as Vietnam is bound by treaty to hold elections. Furthermore, the Colombian government is simply supressing a violent communist uprising, whereas the Vietnamese government was squashing the liberties of peaceful protestors.
