Water routes connecting Pacifidlog to Slateport, these waters are over run by high tides which only high-power boats can manuever. The sealed chamber, which is another area rumored to have a rare pokemon, is found on this route, though you have to use extreme skill to figure out how to let to currents take you there, and then you must open it if you can.
