Social Structure
In order for Ozanath Seaweyr to survive in the arctic weather, they needed Holds. Holds were built on on island south of the main continent, across the ocean from Tillek, and another Hold was built on an even smaller Key island in the middle of the Ocean. These Holds were going to have to be responsible for all the crafts and the herdbeasts, for the weather on Ozanath was unable to sustain them, but the size of the area was necessary for the massive dragon population.

It is because of this survival need that the Weyrs work hard on the Holds, whether it be through farming or otherwise. Crafters are most often also dragonriders, and they all seem to have an equal rank amongst one another. The Lord Holder still has the ability to make or break lives, though. By banishing someone to be without walls in the Western Continent, that enemy of the Lord Holder will die. Ozanath has even had it's own Weyrleaders cast out before and sent back home to the East because they attempted to gain too much power over the Lord Holders. The West is dominated by males, specifically the Lord Holders, the next in Rank being the Weyrleader.

Everyone has had a long history of working hard to upkeep the Weyr. People who want to slack into a life of drudgery may do so if they don't want to have enough food to eat come the middle of winter. There is a very "Do as you like, but accommodate all" atmosphere at Ozanath.

What the Geography Says About the People
Ozanath has a unique harbor that is unlike any other ever built on Pern before. The pictures below demonstrate what it looks like.
The straight waterway is designed with boats resting guarded beneath the harbor walls. This is partially to prevent a glacier of other ice formation to crash into them or a gale to destroy them. The straight waterway is actually a small canal and the water is capable of being pumped and the inlet dammed in case of emergency storm conditions or in the threat of flooding. The walls are high enough to keep out most water that may hit the city-like Weyr. It is because of this harbor that Ozanath was dubbed the Seaweyr, and not because of it's thriving naval capabilities and SeaCrafting expertise. Some of the fish found at Ozanath are unique to them, and when traded to the Easterners maintains a good enough fortune in herdbeasts for the Weyr to survive on each Turn.

Not placed in a mountain, the Weyrbowl is served by the circular inlet that leads to the Weyrgates. With no threat of attack from Thread, as it has not fallen in 800 turns, the Weyr has built building from the frozen timber located in the forests somewhat north of the city. The Weyr actually would look quite a bit like a city, and our best example is seen below.

The walls that surround the Weyr on all sides serve not to protect against war, as walls might suggest were the Weyr an ancient Terran city, but the engineers who designed them for Ozanath used them as a means to keep the threatening Arctic Winds from hitting the citizens of the Weyr.
