In a society devoid of emotion, an authoritarian government controls every aspect of life.
Fourteen young people are taken from their community by shadowy revolutionaries, have their identities changed, and are educated both physically and mentally.
Once released back into society, they are given the mission to destroy the oppressive government system. But they split into two groups, Sin and Virtue; foils for one another based on their code names.
With the government trying to destroy both factions, they must fight one another and the powerful dictators that rule their society.

Johnstone Street Johnstone Street was once known by the name "Vanity Lane," though few people are aware of that anymore. The premiere shopping district of Westbridge, the street used to be lined with boutiques and salons. Now, it's the center of government in the new Liberty City.

Lucine Ballroom This large, beautiful and elegant building was the site of many balls and dances during its golden days; literally golden, since its exterior was decorated in gold leaf. The government removed this decoration and repainted the building a dismal gray, but they didn't tear it down. It now serves as a sort of "headquarters" for the Virtues.

Rodgers Drive The residential area of the town, where it's so easy to get lost...mostly because every house looks exactly the same.

Backstreets Not the safest place in the world, mostly because it's a highly monitored area, but somehow people are still caught here every day.

Liberty School District Featuring an elementary, middle and high school on a campus in the middle of the city. School is held all year around, with two week breaks between seasonal terms.

Apartment Complex The Apartment Complex is used to house newly married couples and elderly widows and widowers. The houses on Rodgers Drive are reserved for families.

Coupure Boulevard Quite the opposite of Johnstone Street, Coupure Boulevard was home to art, music, literary and theatric shops. It's now the city's commercial district, all remnants of its artistic past eradicated.

The Liberty House This quaint building is frequented people of all ages. Serving by popular opinion the best coffee in the city, it is by far the busiest enterprise in Liberty City at all hours of the day.

Maxwell Theatre House Built as a gift in 1910 from George Maxwell, of the wealthy Maxwell family, to his daughter Mary, the old playhouse has a large stage and velvet-covered seats, and houses over two hundred people on the floor and in its balconies. City assemblies are held here, which all citizens are required to attend.

Liberty Library The Liberty Library is a large, ominous building which houses books, videos and documents approved by the government. Families are not permitted to keep non-financial documents in their homes, but they are allowed to rent them out of the library for forty-eight hours at a time.

The Manor The rotting corpse of a building that is the Manor is considered a historical landmark in Liberty City and however decrepit and derelict it might be, it has not (nor ever will be, in some people's opinions) been torn down...though this may also be due to the fact that everyone thinks it's haunted and refuses to go near it. It is in a facility under this building that the Seven and Seven were trained, back when they were the Fourteen.

The Red Glass The Red Glass is an infamous nightclub known to be a hangout for the lowlifes of Liberty City. It has somehow remained open despite numerous government attempts to close it down. They even demolished the building, only to see it rebuilt that night. Most citizens avoid it if at all possible, unless they enjoy the sensation of cold steel in their backs. It is the "headquarters" of the Sins.

Liberty Police Department The offices of the good men and women who protect the city and track down dangerous criminals are found here; or, they would have been, in the past. The Liberty Police are now the strong arm of the government, arresting citizens for things like forgetting to button a button on their vest, or for having a different eye color than their parents.
