The first is Déjà Vu to Nick Rivers in Top Secret.

The first three times I saw this movie, Déjà Vu had no accent because I was watching the French version (which is obviously less funny).
Strangely enough, for the longest time I thought it was a Kevin Kline in some movie I couldn't remember, because that's how his awful French accent sounds like...

The other one is Vision Quest, I think.
