I thought it was better than the first one. I think each book gets better until the 6th book, which I thought was a bit of a step back.

I've recently gone back and read over the books, and I've felt that the second book actually might be the most important (besides HP6) in terms of attempting to figure out HP7. The relationship between Fawkes and Dumbledore will be crucial, and it seems to me that Fawkes and Dumbledore are one and the same.
