Even though it's been years since the trains stopped coming in, there's still a lot of mayhem going on at Grand Central. It's home base for the Rebels and probably the closest thing to proper civilization that you're likely to find these days.

If you need to get off the island, the only way to do it is on a boat. There are a couple of mercenary mariners, most affiliated with the Independents, who'll do whatever you need - for a fee, of course.
