Minor changes to the ap for weapon class attacks. May still yet be tweaked if deemed unfair.

3rd class weapons are still wrong should be

light 2 ap/dodge
medium 3 ap/dodge
heavy 4 ap/dodge


note that the other 3&4 class techs need to be fixed up too.
