Besieging scouts

In recent game i had opponent besieging my capital province with a single scout. Is it valid tactic, and i need always have someone on patrol?

Yes.

And you should always buy at least one Province Defense.
For preventing scouts from taking your lands and to see the composition of invading armies.

Yeah, Scouts sieging forts is fine.

Players who say otherwise, and I have seen some dumb admins ban it from games, are just retarded scrub players who just can't handle the realities of the game. They are also usually the type who like (or like to talk about) banning rushing, banning blesses, want Mind Hunt banned/nerfed, Stealth Raiders banned/nerfed etc etc. Basically anything their rubbish playing ability can't handle, and anything that prevents the game being about nothing except straight-up army v army fighting.
