Glow Effect / Color Enhance on images --> Photoshop

STEPS:
1. Open Image you wish to apply the effect on, I chose the picture below.


2. Resize it and apply anything else you want to it ahead of time.
3. Duplicate layer and apply a Gaussian Blur. I used 7.0 radius.


4. Time for the magic. Push Ctrl+Shift+F and you should get a fade window. In the Drop down choose Screen.


5. Do the Gaussian Blur one more time, but a little bit of a smaller radius. Then push ctrl+shirft+fade again and in the drop down select Hard Light or Overlay.


6. Duplicate the background layer and move the new duplicated layer on top of the blurred layer. Set the layer blending mode to Overlay.

This is what I got from the following steps. Play around with the settings and experiment. Even try applying new layers with color and gradient overlays.
