In March 2009, a new recreational drug was in wide use by society’s subculture. D-40, known as D or Dapplegrim to its users had been gaining popularity for the last few months, but was now in wide circulation. What was remarkable about this drug was its low price. It was also particularly easy to get hold of and the effects rivalled that of cocaine or heroin. Yet officials seemed to do nothing about it while activist groups petitioned for it to be reclassified or banned.
Why does the government do nothing? Why do the petitions of activist groups go unread? For now, we can only speculate.
