On the one hand there are some brilliant touches: the sign around Clark's neck, the witty interplay between Londo and G'Kar, the scene between Bester and Sheridan. And the scene between Franklin and Ivanova is not only superbly acted but is also the best dialogue that JMS wrote in the entirety of the show that didn't revolve around Londo and G'Kar But... On the other hand I find Sheridan's "escape" from punishment way to convenient and a little trite. It doesn't sit quite right with me and I'm not entirely sure why. I guess I wanted more. And could he get any more smug? And I would've liked to have seen a confrontation between Sheridan and Garibaldi. I know the reasons behind that conflict have been explained completely by this point, but I still would've liked to have seen it

Very much a tying up loose ends episode this one. As Steve said, some really good scenes, particularly Susan & Steven's conversation, but on the whole it wasn't all that exciting. Still, nice to see relatively happy endings for all. Apart from for Marcus and Susan.

And was there a hint that Lennier was in love with Delenn?

Also, it seems like the end of a season/series episode, and yet there is one more episode.

That goes back to the fact that, when filming this episode they pretty much still thought they didn't have a fifth season, and that this was the penultimate episode of the series.

Due to the nature of the finale, which you'll understand when you see it, the main story is necessitated to be wrapped up to a certain extent before they get to it. That being the case, Rising Star is that 'tying everything up' episode as you rightly pointed out.

When the go ahead was given for a fifth season, they'd already filmed the series finale, expected to be 4x22. They then filmed the first episode of season five, and shifted that episode to 4x22 instead, shifting the already filmed series finale to 5x22. As you'll soon discover, 4x22 is a little 'out of the usual' as well. It's a pretty good episode in it's own right though.
