I'd say it is a western gull.

This view shows the bird closer to the cam than we realize, I think .....BUT I saw a huge white bird fly off the right peak, and at that distance, in comparison to when the adults do the very same manuever it was HUGE, looking much larger than an eagle at the same position...

It was one of the largest birds I have EVER seen (in the air and not on my dining room table).
